  It appears rails now depends on this for various aspects :-(

3e5c29b635 Configure CSRF protection with exceptions 
rails 4 introduced different strategies, but we never configured one
so it would default to a null session.

b13efc5a4c Improve how ruby features are required 
* Don't require bcrypt explicitly (done by bundler);

47be6e09f2 Declare and lock all dependencies 
* Remove custom gemfile usage;
* Move essential gems from custom gemfile to the standard one;
* Include bundler lock file in version control.
